contemplating raising the amount which has to be shown
on landing by each immigrant from China from twenty
dollars to one hundred dollars. Both Victoria and
Kowloon are crowded to excess and the section of the
community which suffers most on this account is the
poorest class of citizen. Much to my regret, therefore, I fear that it will be necessary for me further to restrict that hospitality which Hong Kong ever desires to show to China in adversity unless the tide of refugeeism turns in the very near future.
